I found this flower in City Vancouver’s flower bed. Anyone knows what flower it is?

Here’s City of Vancouver’s response to my inquiry:
It is a beautiful annual for our climate named Osteospermum and this variety is known as “Whirligig”- easily obtainable at most good nurseries. You can even take cuttings to over winter for next year if you have a green thumb. Otherwise, I hope you continue to enjoy the beautiful summer flower displays in our Vancouver parks!
